If true, whatever the final level position, will the highest level level be taken into account at any time of the event!?
if I get to level 18, but then I go down to level 15 (I guarantee the level 18 premium)?

I would say the efficiency chip is head and shoulders. A 50% increase in effectiveness is huge. However if you have a senior player in your A squad I would also consider to stack up on the availability chip.
