English Premier Division : The Rule About National Team

I wanted to ask something about English Premier League. I know there is a rule about "playing in national teams", but I dont know that clearly.

Can you tell me this rule clearly? Is that like this : Player who will transfer to any English club must be played X time(s) in his National Team. It must be hard to transfer then.

It's the work permit rules regarding footballers aged over 16 from outside the "European Economic Area" (the EU, Iceland, Liechtenstein and Norway). It's the same in all divisions of all countries within the UK.

The broad requirements...
(1) The player must have played for his country in at least 75% of competitive 'A' team matches, where he was available for selection, during the two years preceding the date of the application
(2) The player's country must be at or above 70th place in the official FIFA world rankings when averaged over the two years preceding the date of the application.

Exceptions can be made, for example where a player has maybe not managed 75% because of injuries or a player of clear high-quality plays for a particularly low-quality national team (George Weah for Liberia is the first that manifested in my mind), in which cases a hearing takes place to discuss and decide.
