free youth training camps?

How do the free training camps for youths work? when i was a member a few years ago it used to be the first youth in training camp was free and you paid for the rest, but i just put some of my new youths in training camps and the first 3 youth were free?? or is it different if it is the youth training package as opposed to normal training camps?How do the free training camps for youths work? when i was a member a few years ago it used to be the first youth in training camp was free and you paid for the rest, but i just put some of my new youths in training camps and the first 3 youth were free?? or is it different if it is the youth training package as opposed to normal training camps?

Only changed to 3 free youth training camps when they increased training camp spaces from 4 to 6 the other week.Only changed to 3 free youth training camps when they increased training camp spaces from 4 to 6 the other week.
