youth hirings

i tried to increase my number of youths from 5 to 10. heres what happened: i cheked the box that says 10 youths, then pressed change. when i went back to the youth changing page, the box for 5 youths was checked. is this normal? is the 10 box going to be checked only when i actualy get the new youths? if its not normal what am i doing wrong? cheersi tried to increase my number of youths from 5 to 10.
