Introduce a bid barrier according to squad value

I don't know what the barrier should be, but I think like 1/4 squad value. For e.g. for a team with 24 mil squad value, the owner can't bid more than 6 mil. for a player. Another e.g. for a team with 28 mil squad value, the owner can't bid more than 7 mil for a player. That's with a barrier of 1/4. We can go up. Barrier at 1/3 means that of you have a 24 mil squad value you can't bid more than 8 mil for a player. For a 30 mil squad value you can't bid more than 10 mil for a player. We can even go higher. With a barrier of 1/2 squad value. Means than you can't bid more than half of your squad value. Seeing no-name inactive or semi-active teams bidding 10-15 even 20 mil for a player when they don't actually have a squad is not just absurd, it's suspicious to say the least.
