Allow Foreign RA

I would like the bans on the forum to be disregarded (and I won't comment on their legality) and still allow those who are willing and talented to take on the roles of RA or TZ directors, and enable everyone to apply for any TZ (of course, if they know the language of the nation they are applying for). This is especially important because more than half of the nations in MZ do not have a regularly published TZ.
