Is it possible for a 4HP that maxes at 9 to get a 10 elsewhere?

So 4Hp has potential to get two 10s in the chosen skill. Does that mean that player has potential for further 10s. However I imagine any player with 3 10s would be the best in the game? Players can have multiple 10’s for sure. Other skills other than their 2 HP skills can definitely go to 10
