What's up with the scout report?

Is this scout report reliable? Should you invest or not invest in players according with the tone of this reports? How do you guys act in relation with this, let's say, legal hack? :) I have no experience about it, thanks in advance!Is this scout report reliable? Is there a turn-on option for scout report or is it limited to CM users? I'm starting my youth academy this next season and I would like to see this feature available. Scout reports are accessible to every manager - for all players who came since the introduction of the new youth potential report (so currently everyone younger than 24 I believe). However if the manager never opens up/reveals the scout report of a player, it won't be accessible to other managers on the transfer market.Scout reports are accessible to every manager - for all players who came since the introduction of the new youth potential report (so currently everyone younger than 24 I believe).
