The lowest divisions are usually filled with inactive teams, which means that the managers aren't really playing ManagerZone. They don't play friendlies, and thus they form will eventually reach 0 as well. I can see that there were only 3 active teams in your division (3.1) last season, and that gives you an idea on the level of activity in the ongoing season as well. Which means that most of the teams you're facing have full XIs consisting of players with 0 form.

I can also see that you play friendlies regularly, and then your other players (except from Bill Probert), have more than 0 form. The form's influence on a game, as all other attributes (individually and combined), is quite complex. If your remaining 10 players' form is 9, while your striker and all your opponent's players have 0 form, you will obviously have an advantage with respect to form. Obviously tactics and the players' experience and trainable attributes count as well.

This is a topic I guess other experienced managers know more about than me, but as far as I'm concerned, the algorithms and the game's "black box" takes all the balls of all your players into account when deciding the match result and goal scorers. Thus you 0 form player have been able to score 52 league goals so far this season.

You can read more about how the form works on the FAQ (link below), but I'll highlight the most important parts:

FAQ wrote:
Form and Experience
Although neither can be increased by training, Form and Experience can both help to maximise a player's other attributes.

Form increases with the number of matches a player takes part in, whether on the pitch or on the bench. However, if a player plays too many League and Friendly matches, it will start to decrease as a result of exhaustion (other games can only positively affect Form). For more information on how to track your players' Form, see “Icons and Buttons” in Squad.

Match type Form influence
Senior League (including play-off matches) Yes*
Youth League (U18/U21/U23) Yes*
World League Yes*
Prize or Friendly Cup Only positive**
Friendly League Only positive**
Friendly Yes
Official Cup Only positive**

* = The two first league matches (regardless of type) will influence the players' form.

** = A player that have the status tired will not loose form, but a player that needs to play will improve his form.

Although it increases over a longer term than Form, Experience is also affected by the number of games a player takes part in as well as his age. On top of maximising a player's other attributes, it ensures a player is more comfortable on the pitch and less likely to make mistakes.

My question is related to this one.
I know how to maintain 9 form for my senior and U18 teams. 2 League matches per week and 4 friendlies per player generally does the trick of keeping a player happy at 9 form.
I play tons of cups as well. But I would like to build a separate U21 and U23 teams in the future which might have completely different players in them. How does one maintain Form 9 in all teams of a club (U18, U21, U23, Senior)?

Surely a lot of your Uxx players cross over? E.g. A lot of your under 18 playing in under 21 and a lot of the U21 team crossing over with the U23. If they don’t it’s nearly impossible to maintain 9’s.

During the season it's easy to maintain the form. My best U21 players do also feature in my U23 squad, so I don't use them in friendlies. But I do have a tactics slot called "B team". It consists of 23- and 22-year-olds playing on my U23 team, but not being good enough for my senior team, 21-, 20-year-olds playing for my U21 team, but not being good enough for my U21 team, and 19-year-olds not being good enough for any of my Uxx teams.
