These are probably stupid questions, but I couldn't find an answer in the manual, so here goes.
1. I have a player on the U21 NT that I want to send to a TC. If I do that, I will of course not be able to play him in any games until he returns. However, will he still be able to play for the NT, or will he also no longer be eligible for NT friendlies/cup games?
2. How much of a player's stats can NT managers see? I guess maxings are not visible, but can NT managers see partial balls and form, for example?

1. TCs don't affect a player's availability for the national team.
2. NCs can see all stats for all players from their country, I'm not sure about partial balls though as that wasn't around when I was NC.

and, let me add, we're allowed to see them for a very good reason.
bcoz, lets say a player's got 8 balls, and another's got 8 balls and full partial (very close to 9), then the NC should be able to know that difference, so he can make a proper selection.
likewise when calling players to the National team. if there's a player with 7 in speed, a NC may not call him to the NT, but if that same player is 7 + partial balls (very close to 8), then he might as well be useful to the NT.

weird! You sure? I'm 100% sure that I wasn't able to see them when I scouted U21 players and they happened to be on transfermarket..hmm..well..need to run for NC next time again to confirm this!

lol yeah i'm sure. i just checked again.
in the NT tactics page, i can see all partial balls. so, a 200% confirmation on that.
next, even in the 'squad value' section, when i click 'View' on the player, to see his skills, i can see partial balls. and this is true for BOTH ex-NT players, as well as players who've never been in the NT.
so, basically, i can see the partial balls of any Indian player, irrespective of whether they've been ex-NT or not.
P.S. - i can imagine aemi's face contorting with frustration and rage, and an aghast expression forming on his facial features H:D;)

Oh..yess..on tactics page yes. But what if player is NOT in NT team currently and he is on transfermarket and you click on view button. Than partials are hidden!

ah yes, that is correct. i just tried it, and couldnt see the partials for those players :)
