Play-off Alignment

Greetings, I just noticed that the play-off alignments do not make sense. Why is it that the play-off groups have a Division 1 team that finishes 2nd play a Top League team that finished 8th? Yet, the Division 1 team that finishes 3rd plays the Top League team that finished 9th? Shouldn't the 2nd place winner play the 9th place weaker team of the Top League as a consolation? I'm also sure the 8th place Top League team would rather play the 3rd place Division 1 team. Cheers.Greetings,
