Thanks.

Your hard drive has been set to its original state, brand new hard drive pretty much so all your personal details is lost unless its backed up. Not sure about BIOS, it's a software or something in your motherboard or something like that. Hope that helped.

The bios thing is a software update. The bios was set at whatever point prior to the machine being sold. Subsequent to that point there've no doubt been bugs identified within it, inefficiencies, new devices released which it didn't (couldn't) have taken account of... updating the bios is basically adding the fixes and updating compatibility. So, to whatever degree, the system should run more efficiently/faster, be a bit more stable, and be compatible with whatever number of newer devices.

BIOS settings are the settings that your computer boots up to, on start up, your PC runs through the setting preliminaries, you can change the BIOS settings by pressing a certain key as your PC is starting up, this gets you to the preliminary setting (BIOS) set up screens, you can tinker with stuff, such as boot order, or you can remove stuff, or return the settings back to standard, factory settings, it sounds like the repair man has given your hard drive a clean and re set it, and he has looked at your BIOS settings, and put them in the order that he thinks they should be to aid your PC on start up..
