I would think anyone equipped with an ECT machine could help. Or a defibrillator they wouldn't mind applying to your head. In fact, sufficient would probably simply be anyone with an electrical supply and a "can do" attitude not curtailed by any particular morals or ethics.
The most obvious alternative, perhaps best if you'd be concerned about the carbon footprint resulting from an extensive course of ECT or suchlike, would be to ring Bupa and see if they or another private healthcare provider would be prepared to carry out a lobotomy.

my carbon footprint is deep and full of carbon, ive cycled to work since the tories brainwashed me about east anglia flooding circa 1987 and if im gonna get a lobotomy then it is gonna be a NHS job , i dont mind the wait, i am a non tax payer now and i am due my slice of the cake back from the man. i will never run out of imaginary guitars and if anyone tries to take one from my possession then i can just imagine i have another one, i suppose kj thats what you do with friends , mha, mha, and another thing about my carbon footprint, next time you are super glued to the key board, you can rest assured we used public transport to get to you.
