League Qualification Match Rules for Promotion or Relegation

Form: Qualifiers only have a positive affect on form; so will not make a player tired.
Injuries: Qualifiers are seen as regular matches; so injuries do carry forward.
Red Card or Two Yellow Cards: A player would be suspended for your next Qualification game only.
Bought Players: if a player was sold or bought, yellow cards and any suspension would still count for his new team, even if a different Division or country
Suspension Carry Over: If in your last Qualifying game, a player received a Straight Red, 2 yellows or his second yellow card of the Qualifiers. He would be suspended for the first Qualification Match the following season. If the player did not play in any Qualifiers the following season, then any outstanding suspension would be deleted.
Yellow Cards: Single yellow cards are deleted at the end of each season just like happens in the regular league.

What are the rules in place for when two teams are tied on points, Goal difference, goals for, goals against AND head-to-head record?

Isnt this scenario applied?
goal difference, goals scored, most victories, results between the two tied teams, random draw.

In my case these rules should make me the winner but i'm currently placed second...

There has to be something wrong?

I don't like playoffs and glad that I did not have them this season. I find that the cup format (home abroad) with two matches would be better and also improve people's tactical knowledge (including myself xP).
For example, this season in order to go up to the Eerste there has been a triple draw of 6 points (which actually happens quite often). One team did not make it to the top for a single goal in the goalaverage of three matches. I frankly prefer to have sudden death (...penalties I mean).

I know , 9 years later , but seems something changed or there was a bug in my game. I had suspeneed 2 players in playoffs from the last year , I forgot to change them and they played in my first playoff game. By the way if the players is suspended for the next season at least we must have a fax that remember us about this
