Give clarity about how the new simulator works.

What is most important is not coming up with the best possible simulator, because there is no such thing as a best simulator. Nothing is perfect, because nothing is obligatory - it's all a matter of choice. It's up to choosing different methods of approximating the game.

There are two parts of that process: one manager dependent and one simulator dependent. The manager dependent is choosing a tactic and players for it. The simulator dependent is processing that data.

But how is it possible to have the best result without knowing the correlation between them? Is not knowing how the simulator works better for the managers than not knowing what the skills are is better for the simulator?

The only way to do that is to depend on chance. But that takes management away from the game. Management consists of "planning, organizing, staffing, leading and controlling", neither of which is possible with lack of information.

Even if there are flaws or incompleteness in the simulator, managers need to know how it works. Knowing how a simulator, even if the most inaccurate one, works is much better than having a perfect simulator that is obscure.

Because, after all, a simulator's quality is firstly measured by its coherence with manager decision making (which is, surprisingly, the easiest thing to achieve - it requires clarity only), and only then by anything else.
