Transfer offers - proposal for optimisation of time on TL

Hi, everyone!

I'm tired of seeing the same players on TL, first with big price, then reduced by some, then again... and no bids in the meantime.

What I propose is simple:
- owner places player on TL with expected price - e.g. 1M euro;
- 3h (or less, up to 1h) in advance of deadline [i]with no bid[/i], then any manager can submit an [b]offer for transfer[/b] - of course less than requested price; e.g. I place 750k;
- the offer remains active if, deadline passed, no bid was placed on the player;
- only the biggest such offer remains active on the player transfer screen (to avoid possibility of owner to cheat by accepting lower offers);
- the offer can be accepted by the manager within a 1-3h timeframe after the deadline (maybe it can also be added, at a later stage, an automatic process to auto-accept any offer of at least ... euro if no bid placed).

This may surely ensure faster transfers, extremely useful for dumping foreign players and making room for new ones, plus it could give managers a true sense if their player maybe interesting for others yet priced too high or not.
