Mid Skill Maxing? Is this possible?

I have him training checking, he shows 4 and 1/4 of a bar for checking, however training is coming back as 'no change'. [hpl=30097329] Has anyone seen this before?I have him training checking, he shows 4 and 1/4 of a bar for checking, however training is coming back as 'no change'.
