Just took a look at a top division, seeing two teams losing with 20-0 en 19-0 respectively. Selling all senior players and not bothering being competitive in any shape or form is a quite common strategy in this game because of it's huge financial benefits.
Obviously a serious and much exploited flaw that has been around for ages. Maybe it has been suggested before, but why not introduce a quite simple and straightforward solution by introducing a fan base. Losing 20-0 is fine and dandy, but why on earth would fans bother to show up in large numbers the next home game (including friendlies). Why would sponsors want to associate themselves any longer with a club that brings them in disrepute and continue to fork over their money.
A fan base is something that would be fairly easy to implement, also because it only would have to affect attendance numbers and sponsor money. To really act as a counter balance the fan base would have to drop fast with big defeats (for instance starting with 8-0 or something like that), and recover only slowly over time (taking several seasons).
