Not really.
The player value is just a glimpse of his current atributes (with some margin for error).
Some 16-year-old are actually so bad that they come with value 0, but this gets sorted out after a week or two.
Shooting, tackling, passing and ball control, along with keeping, are the attributes that increase the player value the most.
There is a reasonably accurate way (a formula) to pinpoint a player's value if you're interested, but the initial player value doesn't say anything about his future.
