National Cup bug or something else?

One strange thing happened in our National Cup Former Yugoslavia - Season 80. This season we had only two groups, and the first two teams from each group went to the semifinals and it would not be strange if I did not play against the team from my group in the semifinals, I also finished the group 1st and he was 2nd and worst of all he was the host. How can this happen? What is the purpose of being first in the group if you do not have the advantage of the home field and all the benefits that first place brings. It's random, you can play anyone and it doesn't matter if you finish 2nd or 1st on the group.It's random, you can play anyone and it doesn't matter if you finish 2nd or 1st on the group.
