Foreign player residency?

If I buy a foreign player with the residency of another foreign country, can he play for my team, does he count just as a foreign player? You are allowed to have 3 foreign players (residents) for free. Any additional foreign players require a one off payment called a “Work Permit” that stays with the player until sold or they retire You will find any saved search under a drop down on the transfer screen called “my searches”.
