The problem with WL Uxx completions is by the time teams reach the top a lot of their players are no longer in the correct age group and the top league is only semi-active. This isn’t great.
I think more needs to be done to encourage users to have a competitive senior team and not just youth teams though. Adding further Cups or Leagues for youth only encourages this further. Uxx completions and Cups shouldn’t be as prestigious or have the same incomes as senior and in my opinion that’s where I think the game has gone wrong in their implementation
I have to disagree.
The fact of having U21 and U23 leagues with higher-level would promote a more convenient training of the players to compete at these ages. There will be more reasons to do it (money and competitiveness), and the players will reach 24 years closer to the requirements to play at senior level. Indeed, if these new competitions count for the players' experience we will get the maximum performance of the player before 26 or 27 years (normally they only has a couple or three seasons with 10 experience before losing condition).
There are a lot of teams which renew their squad every season to compete U21 or U23 national leagues. There is no change on this, indeed it already happens in the U18 World League. I don' see the problem.
And finally, I think it is fair if every manager can choose to compete in the age that they prefer with the same conditions, in both economic and official cup senses.

Let me suggest something to strengthen this proposal. Not everyone knows English. Create a corresponding topic in your local forum and encourage those colleagues who like the idea to visit this topic here and submit their positive opinion by simply writing +1.
P.S.
In my opinion it should be combined with an additional big change in the game. The players who are in a training camp to be free and available to play in the games at the same time. However, let make one step at the time and we can discuss this later.

Some official competition for U25 would be a great idea as well so players aged 24 and 25 could play and gain their 10th ball in experience and therefore be experienced enough to play in the senior league.
