Promotions/Relegations logic.

I play this game for more than 12 years and I would like to know logic behind current promotion/relegation system. I am in 1.x division in my country. One of my former league mates won his qualification group, so we have two former top league teams, but they were 10. and 11. in previous season there. And out of 5 prmotomoted from 2.x, 4 are winners of their respective divisions. If you’ve played the game that long you should remember around 3 years ago there was a vote about “rebalancing leagues”? I can’t remember the exact details of it and I’ve tried to look at the newa but can’t go back that far. There’s an old forum thread with some information and tells of which option was voted in but none of the posts are that clear on exactly what it means. Hopefully someone can explain better but from what I’ve worked out ever so often a rebalancing of all leagues occurs. Basically all teams in currently divisions are shuffled randomly. They do it based on the strength/value of the teams. This way they want to make each division as about as strong as others on the same level.They do it based on the strength/value of the teams. This way they want to make each division as about as strong as others on the same level.
