Number of divisions

I checked the number of active teams in my country's leagues in the last season and I noticed that only the highest and the 1st division are active, whereas each league in the 2nd division has only around 2-3 active teams. Thus, I was wondering why are there still 4 divisions in my country, if even 2nd division could be regarded as inactive? I think it could be preset when a new country is introduced how many leagues are added. I don’t think it really matters though as it’s just inactive teams playing other inactive teams in lower league with no affect on anyoneI think it could be preset when a new country is introduced how many leagues are added.

Well, of course, that's not the most important issue, since, as you said, it has no effect on anything or anyone. Best way is to look at participants from your country when MZ run any free cups. Also the national cup is a good guide but of course that only tells you how many managers from your country pay for the game.
