Can someone explain how "drop rates" work with the new scouting report feature?

The below numbers indicate the likelihood of players having the below stats.

Highest potential
1 star: very rare
2 stars: ~45%
3 stars: ~51%
4 stars: ~4%

Lowest potential
1 star: ~53%
2 stars: ~47%
3-4 stars: very rare

E.g. High Potential- it’s “very rare” that a players high potential skill will only be one star (meaning not good)
On the other end it’s rare (4%) chance that you’ll scout a 4 start player (so if you do, keep them)

I’m not sure how to explain it well, it’s all in the table above

I think in talking about drop rates CREW was just saying they'll look at what the star distribution youth players that actually show up at teams really is and whether it is a good distribution.

For example, they have targeted 4% of the players showing up at clubs to be 4 star ratings in their highest potential skills. If 6% actually show up they'll make a modification.

Additionally, if, say in a few seasons, they find that having 4% of youth players be 4-star ratings is leading to overwhelmingly good players graduating to senior teams they may reduce the % to 2-3, and vice-versa.
