Season break tour deadline

There is an hour to go before cut off and I am in one FL but I need 2 . I am in the pool for 2 others but it looks like they wont be full by the cut off . Is it true that it needs to be full and started or I miss out ? HoffaThere is an hour to go before cut off and I am in one FL but I need 2 .
