Does it make sense sending a player in his mid 20s to TC?

He will train faster yes... the training may not be as fast as it would be if he was younger but still significantly increased.
It really depends whether you want to spend the money as it gets expensive. I'm trying to rebuild my senior team and have a team of 22 year olds. I've spent over 1.5 million already on training camps this season. My rule of thumb is I usually send players to camp until 23. Other managers I know won't send anyone over 21.
If he's going to be a long term player in your team then it's probably worth the investment, if he's not going to be and the cost of the camp V return on investment isn't there (e.g. he's not going to fetch more on the transfer market because of the camp including camp costs) then he's not worth sending.

Apart from whatever chucky said, it also depends on his training speed. Some players train exceptionally fast even at the age of 20/21, while others train at a poor rate even when they're 19.
