Fairness?

I understand this,but why allow any team to sell all there players,there should be a limited rule where you can't sell unless you still have enough players(11) to fulfil a fixture!I understand this,but why allow any team to sell all there players,there should be a limited rule where you can't sell unless you still have enough players(11) to fulfil a fixture!
