What are the rules for which & how many teams are promoted/relegated at the end of each season.

Promotion and Relegation
The team that finishes top of a division at the end of each season is promoted to a division in the level above, while the bottom three clubs are relegated to the one below (unless they already occupy a division at the bottom of the pyramid, in which case they remain in the same division). Teams that finish in second and third place play-off for promotion while those that finish in eighth and ninth play-off to stay in the division.

Inactive teams are not promoted, new Managers must play 1 League Match (non Play-Off Match) with their team in order to be promoted

Play-Offs
Play-offs consist of a four-way round-robin tournament to decide who is promoted and relegated. Each play-off contains one team that finished in the relegation play-off places of their division and three teams who reached promotion play-off places in the level below.

Each team in a play-off plays three matches – one against each of the others. If the team from the higher division finishes top of the play-off table, all the teams remain in the same divisions. However, if one of the lower-division teams comes first, they are promoted and the higher-division team is relegated.

Wouldn't that mean that four teams are relegated whilst only two teams go up? How does the league balance back out?

Take a look at some top league(click on "season 66 table". Last 3 are automatically relegated. Winners of div1.1, 1.2 and 1.3 are automatically promoted.

div1 second and third place teams are divided into two groups - add top league 9th and 8th position. you have now 2 groups of 4. They play eachother once. winners of those groups stay/go to top league. 2-4th place stay/go to lower league.

I finished second in the round robin play-off and still was premoted. I assume this is because of filling a spot of an inactive team.

Yes, even though you finished second you were still promoted to replace an inactive team in the division above
