I think China has so many teams in "World" leagues that they should have their own league - like Argentina, Brazil, Turkey, Romania, Sweden and Poland.
Just looking atteams in U21 World league top - div2, there are only 20 teams outside of China in total, out of 13 divisions. So 20 out of 154. That means 6 out of 7 teams are from China.
I currently play in div3 of the U21 and I play with 11 Chinese teams in my league.
Compared to other teams in the "World" division, they have a much bigger market for U21 players so this gives them advantage

They do have a lot of teams and deserve their own league structure outright.
But how many teams would be left, you'd be removing at least half the teams from the world league.

and maybe then the other countries would be more happy to join, if they can start in div1 and compete against let's say 40-50 teams from small countries with small market

Last season I had a good U23 team that would have made it to the world league top division had I not sent my players away to training camp late in the season.
It's not impossible to compete and be promoted in the world league, you just need a really good team

Our U23 division 1 world division league had 10 Chinese teams and 2 Australian sides. The top division was all Chinese teams.
If what you are asking is done, the level of competition will significantly decrease.
To put it another way, if you won the top league in any uxx world division. You have a squad capable of winning the elite top league winner's cup.
If you remove China that would not be the case

My point is that even though we can have 9 foreign players, it's difficult to split them among senior and Uxx team.
In Lebanon we only see domestic players on the market when some team goes inactive or makes a sell out. And we have like 10 active managers, so that doesn't happen often.
With almost no domestic market, for Uxx we need to rely on the youths solely, or sacrifice the foreigners spots.
Chinese market is huge and you can easily buy a cheap 19 year old with some decent skills, enough to make your Uxx side stronger.
I am not saying this is 100% unfair, I am just saying that maintaining a strong Senior and Uxx team in a small country with no domestic market is much more difficult.
And on top of this, China is a big community in the game, enough to have their own league. The only problem, as pointed out, is that other countries left in the "world" division would provide only 30-50 teams, so there is not much competition
