I would like to for there to be a loan system put in place. i haven't thought much about how this could work but I'd like to see:
1) Managers can only have a maximum of 4 loaned players in their squad.
2) loaned players cannot play against there parent club.
3) Managers can only loan players during certain points during a season (just like adding youths to your squad)
4)At the end of the season,managers can negotiate a permanent transfer depending on market value.
5)Parent club still get to pay 1/4 of the player's salary.

Old idea, presented in much more detail in the past, never has it reached a point where it really seems a practical feature.
Here are some basic points for you, some of which you should really have been able to think of and preemptively address...
(1) You can't have "pay a small transfer amount of money both teams are happy" because that's a private transfer you're talking about. Private transfers are way too open to abuse, in the form of cheating/favouritism.
(2) How is it decided who gets to loan a player, if more than one person wants them?
(3) Who do you imagine it appealing to anyone to loan out? I don't see them loaning a 27+ player, because by then they'll either be in the team or they'll want to sell off at good money (if they loan them out and let them age to 28-29, their market value will then be lower). It can't be youths. It could be players 19-25? Well then they have to be players the manager thinks might still be useful some time, because else he'd sell then and there rather than let the player age a season or two and so be worth less. But if they are players the manager has a hope of using sometime, this leads to an important question...
(4) What of TC? Who uses their TC space to send the player? Who decides the package? Most crucially: Who decides when? Consensus from previous discussions is that it has to be the owners choice and cost, but then that means the loaner can lose the player, with minimal or no warning, for 5 weeks out of the 13 week season. Surely damaging of the appeal for the loaner. Else, no option to send to TC. And personally, if I have a player 19-25 I think might have a chance of making my first team, I don't want to sacrifice my option to send him to TC in a given season just to save some wages.
(5) What if the team who loans the player in...
(a) Goes effectively inactive? They don't stop logging in, so the team isn't officially inactive, but they're not playing friendlies or anything extra, so the player is making minimal experience gains and will come back with messed-up form.
(b) Are reckless with their team? So perhaps they don't understand form and/or play loads and loads of matches, perhaps also with aggressive tactics, with the player getting injured and/or sent off more frequently than average.

This isn't even the extent of it. And, for interested critics, I wouldn't invite a continued debate about it. It's been talked through at length by very experienced people numerous times over the years and the conclusion has always been that it's unworkable and unappealing, given the conditions/protections there'd have to be.

my biggest issue is that I wouldn't want somebody else training my most promising youngsters. and yes, I would definitely want to select which training camp they go to. plus, if i were to be the one receiving the loaned player, i wouldn't want to waste my money sending them to training camp only for another team to reap the rewards. now with the Uxx leagues, the younger players who aren't good enough to crack the first team yet, still serve a valued purpose.

i do think it's a very interesting idea and i personally hadn't heard/thought of it before. but i do see where multiple issues would come into play (as stated above)
