Team based World Cup

I was taking a look at the national rank of England which currently stands at 17th or 18th.. I was told the ranking system is made up for the total sum of the 100 best managers within the specific country. Baring this in mind I thought hmmmmm.. That doesn't really reflect the magnitude of the country in terms of users, seeing as some don't contribute to the game with reflection to their rank. So I had an epiphany where we introduce a user based World Cup, it goes a little something like this. Right so here's the basic outline and ill explain further later. [b]10 teams of the best teams or so in a country* face ten of the best teams within other countries. The plan is the most points accumulated within a point system wins the WORLD CUP. [/b] How I think it should work is if a separate cup is played within a country like say a free national cup, somewhat like the one geoclphredux suggested so its quick and efficient, it will determine the best teams in that country, based on their position in the cup. As for countries who may mot have ten or so users who can compete, they can have a mini world cup sort of like the confederations in real life football. *After the ten best teams are picked within that country, they will be placed in a somewhat pool which allocates them against other world class teams in a group. However for it to be fair it should be different pots. So pot A to pot J (ten pots) so, #1 in Brazil will face #1 in Argentina etc .. In terms of the point system (which I'm open for different ideas and variations) should be the following: Win a game - 3 points Top the group - 10 points 2nd - 9 points 3rd - 8 points .. And so on That is in group form.. After advancement from the group the points system will change So say it goes to knock out stages or so a win is 5 points, The next stage will be 6 points Then 7 etc until we get to finals. Winning the final should be 20 points or so. This new world cup which I think should take place maybe every 2 or 3 seasons will help create a new international ranking system which will not change until the cup is played.
