Extra top layer for small nations ?

The current Scottish community consists of maybe 14 seriously active players. We have an active Premier League and then 3 div 1's where there are possibly 2 or 3. The current pyramid system doesn't work for smaller nations. It's totally non competitive below the top league. We currently have a team leading div 1.2 who I don't think have logged in for about 2 years. 1.3 isn't much better. Crew....please consider creating an extra ''Championship'' layer for smaller nations so we can at least have a decent top two leagues. We only have about 6 active managers in Northern Ireland. What about combining some of the smaller nations together? In our case combining Ireland (North & South) Scotland and Wales, just like the Nations cup, would make one good league.We only have about 6 active managers in Northern Ireland. [b]That would make an interesting Football cup too.[/b] Imagine the UKI National Cup from Hockey... but in Football and it was English Teams and the combined Northern Ireland, Ireland, Scotland and Welsh teams competing against each-other! What would you call the NI-IRE-SCO-WAL Combination though? [i]W.I.N.S.[/i]? (Also in Hockey I kinda hope England could be mixed in with the rest of the British Isles teams, England doesn't really have many active managers in Hockey either.)
