Lets say I like a certain player in another team. I show interest if the other team is interested I make a bid.

You could always send a note to their guestbook making an offer or asking if they are willing to sell.

true but you only see the value of the player how much they cost, not the balls they have per skill.

asking for a player skill view will be appropriate, if u interested and the manager you offering to is willing to give info and sell the player.

Would be a nice feature to be able to make an official bid that could then be accepted. Of course the player would still need to then make his way onto the transfer market but it would remove the risk for the selling manager.
You can't trust everyone in this game, particularly those you haven't got to know.

"risk for the selling manager"? if the selling manager has a definite bid, then the only risk is the player will only sell for the agreed upon amount. wouldn't there be a greater risk to the buying manager as he would be the one who could lose the player to another manager?
