National coach elections - 2 candidates in the last tour

In the second round of voting, three candidates qualifies from the first round. What's the point in having 3 candidates in the last tour; wouldn't be better to have only 2 candidates in the last tour?In the second round of voting, three candidates qualifies from the first round.
