Do I need tokens to send players on TC?

I have 12 free spacea for TC and 5 for youths but when i want to send playes on TC it asks me for 8 tokens to get exchage TC? That's because you can only pick the active training camp packages for free. If you want to change the package you have to have exchanges or pay 8 tokens to buy them.That's because you can only pick the active training camp packages for free. You can also earn exchanges by completing tours and participating in some events (paying is not the only way to obtain them).You can also earn exchanges by completing tours and participating in some events (paying is not the only way to obtain them).
